​​Steven W. Craddock of AppraiseNC4U, Inc.







Steven W. Craddock, CDA, HMS, CDEI is a resident of Currituck County, and lives in the town of Grandy, NC. Grandy is located in the northeast corner of North Carolina, approximately 15 miles northwest of Kitty Hawk, NC, 25 miles east of Elizabeth City, NC, and 40 miles south of Norfolk, VA. Mr. Craddock is the President and Chief Appraiser at AppraiseNC4U, Inc., where he is a Certified Residential Real Estate Appraiser in both the State of North Carolina and the Commonwealth of Virginia. Mr. Craddock also appraises personal property and other non-realty items.

Mr. Craddock began his appraising career as a Registered Trainee in March 2002 and has been a Certified Residential Appraiser in North Carolina since October 2007 and a Certified Residential Appraiser in Virginia since August 2010. Mr. Craddock has been awarded the prestigious "CDA Residential" Professional Appraiser Designation issued by the North Carolina Professional Appraisers Coalition (NCPAC), the HMS® Certification (Home Measurement Specialist) issued by the Institute of Housing Technologies (ITH); and the CDEI Certification (Certified Distance Education Instructor) issued by the International Distance Education Certification Center (IDECC). Mr. Craddock is widely recognized as an Expert Witness at the Local, State and Federal Court levels. Mr. Craddock has served as a MLS Committee member of the Albemarle Area Association of REALTORS since January 2015. Mr. Craddock has served as a member of the Currituck County Planning Board since February 2013. Mr. Craddock was appointed to the Office of Notary Public in North Carolina in February 2002. Mr. Craddock also is a Licensed Electrical Contractor in the State of North Carolina, and has been since May 1988, operating Craddock Electric of Grandy, NC.

Mr. Craddock's allegiance to NCPAC is strong and has been unwavering since he became a member of the organization in 2008. He is a current NCPAC Board of Directors member; an NCPAC Committee of 100 member (representing Currituck County); the Chairman of the NCPAC Designations Committee; and is a member of the NCPAC Website Committee.

Mr. Craddock is married to Mrs. Tina B. Craddock, and has two adult children and three grandchildren.

Anne H. Morrisette, CDA resides in Kitty Hawk, NC and is a Certified Residential Real Estate Appraiser (March 2005) and a Licensed Real Estate Broker (July 2002) in the State of North Carolina. She is also an FHA Roster appraiser.

I currently work with my brother, Jay M. “Mac” Hodges, III at Hodges Appraisals. Mac is a Certified General Appraiser in North Carolina. Hodges Appraisals operates two offices, one in Washington, NC and the other in Kill Devil Hills, NC. I manage the Kill Devil Hills office and perform all of the company’s appraisal work on the Outer Banks.

I have been an active NCPAC member since 2003 and was the secretary of the Outer Banks Chapter of NCPAC for several years. I am the NCPAC Committee of 100 Member for Dare County and have been so for at least the past 10 years.

I am a member of the National Association of REALTORS, the North Carolina Association of REALTORS and the Outer Banks Association of REALTORS (OBAR) as well. With OBAR, I recently served several years as a member of the MLS Committee, the Member Services and Community Involvement Committees. I chaired OBAR’s Annual Golf Tournament in 2016. I am a member of the Kitty Hawk Rotary Club and have been their Youth Committee Chair from 2008-2016.

Prior to becoming a residential appraiser, I worked in corporate real estate from 1985-2002 as a real estate manager, analyst and consultant for the following companies: The Generation Companies (franchisee of multiple hotel brands), Subway, Hardee’s and Golden Corral. I am a 1985 graduate of the University of North Carolina at Chapel Hill with a Bachelor’s degree in Business Administration and am also a Certified Real Estate Paralegal.

I would welcome an opportunity to become more involved with NCPAC in our ever-changing appraisal profession.

Larry E. Phillips, CDA is a Certified General Real Estate Appraiser and has been awarded the "CDA General" Professional Appraiser Designation issued by North Carolina Professional Appraisers Coalition (NCPAC). He lives & works in the northwestern mountains of NC with Ashe County being his home county. He is interested in having a voice in NCPAC as it moves forward and will strive to listen to and hear concerns of appraisers with the intent of improving the profession for all appraisers.

I am certified general appraiser, residing in Zebulon, NC (about 20 miles east of Raleigh – in Wake County). My company name is Appraisal Schools by M. Curtis West, Inc. While still in the U.S. Air Force, (in 1966; fifty years ago – where have they gone?), I became a licensed real estate salesman in the state of Ohio. After receiving an honorable discharge from the U.S.A.F in 1968 and returning to North Carolina, I became a NC licensed real estate salesman (in early 1969). After a few years as a real estate salesman and novice real estate appraiser, I became a real estate appraiser – working mostly with a mass appraisal company that conducted general reappraisal services for various county property tax jurisdictions. In 1971, I was employed by Union County, NC, as a commercial real estate appraiser. In 1972, my boss (Tom Haywood, Union County Assessor) told me about and encouraged me to apply for a newly created job with the NC State Board of Assessment (now, the Property Tax Division of the NC Department of Revenue). With Tom’s encouragement and endorsement, in 1972 I became a property tax valuation specialist, employed by the State Board of Assessment. While still working with the State Board of Assessment, Charles W. Bradshaw, MAI, asked me to come and work with him (at about double the salary I received as a state employee). By this time I was a NC licensed real estate broker, an associate member of the AIREA, and a candidate for the MAI designation. Charlie Bradshaw was a Charter Member of Chapter 40 of the American Institute of Real Estate Appraisers (he and his daughter, Betsy Anne, became the first father-daughter team of MAI’s in the U.S.). After working with Charlie Bradshaw for a couple of years, I started my own business in 1978, as a real estate appraiser and property tax consultant.

Fast forward till 1989-1991: In 1989, FIRREA (otherwise known as the savings and loan bailout bill) was signed into law. The North Carolina Appraisers Act became effective in 1991, and I became a state certified general real estate appraiser on January 1, 1991. Appraiser certification was then optional; but I wanted to be certified and continue my chosen career as professional real estate appraiser (FIRREA, among other things, recognized appraisal as a profession). Soon after receiving my certification, I applied for, and received, approval by the NCAB, as a residential and general real estate appraisal instructor. Before being certified, Doug Winner and had I attended a course together that gave prospective state certified appraisers some idea of what to expect on the state certification exam (while at this course someone said the NCAB would soon be accepting applications to be approved appraisal instructors). Doug and I met and became friends about 20 years earlier, while attending Chapter meetings of the AIREA (attendance was then mandatory for MAI candidates). Not long after getting approval as an appraisal instructor, Baldy Williams called and asked if I would be willing to teach appraisal courses for his school which is now, Triangle Appraisal School. At that time, no one knew that Baldy, Doug, and I would later work together to start the North Carolina Professional Appraisers Coalition (NCPAC).

In early 2002, recognizing a need for an organization, dedicated to serving the collective interest of all North Carolina professional appraisers, the three of us (Baldy, Doug, and I) joined together in discussions about how to organize NCPAC. We each wanted to “give back to” and help the profession that had rewarded us in the past. Before NCPAC, it was often difficult to find other appraisers that were willing to help (rather than compete) when you needed information, advice, or assistance in your appraisal practice. It did not take long to realize that, by helping other NC professional appraisers, you are helping yourself as a NC professional appraiser. Since 2002, we have each continued our service to NCPAC.

Now, I respectfully ask for your vote so that I can continue to serve NCPAC as Board of Directors member.

Douglas G. "Doug" Winner of All Property Appraisal Corp.









Douglas G. Winner, Realtor®, GRI, CDA - Certified General Real Estate Appraiser, Real Estate Broker, Broker in Charge, Appraisal, Brokerage, Consulting, Commercial & Industrial Real Estate.


Doug Winner is a Founder, Past President and Director of the North Carolina Professional Appraisers Coalition. On behalf of the NCPAC, Doug served on The Appraisal Foundation Advisory Council. As Chairman of the Emerging Issues Committee of TAFAC, Doug was instrumental in moving forward the proposal for
establishing the Appraisal Practices Board (APB) and facilitated NCPAC’s application and acceptance as a Sponsor of the Appraisal Foundation. In conjunction with this initiative, he worked to establish NCPAC’s CDA designation. The CDA is a Professional Designation from a “Sponsoring Member of the Appraisal Foundation” - - a qualifying credential that is recognized by federal agencies as well as local and state courts and institutions.


During his Presidency of NCPAC, and while serving on its Bylaws committee, Doug instigated the formation of separate chapters of NCPAC. 


Most recently, while serving as a Director, Doug instigated and chaired the NCPAC Library Project. This project has successfully established a permanent Library at the North Carolina Appraisal Board in Raleigh, providing legacy writings and research material for the NCAB staff, regulators, and investigators, and most importantly all appraisers of North Carolina.


Doug Winner has been practicing real estate brokerage and appraisal in North Carolina for over 45 years. In addition to general brokerage and appraising, he has authored several state approved courses and texts for practicing brokers and appraisers and was a contributing editor of Fundamentals of Real Estate Appraisal
8th through 11th editions - Dearborn Financial Publishing© 2001, through 2014.


As a state approved instructor of real estate brokerage and appraisal, and a Certified USPAP Instructor, Doug has taught qualifying and continuing education for many years.
